2006 Regional Water Plan

During 2002 to 2006, the South Central Texas Regional Water Planning Group (SCTRWPG), better known as Region L, developed the 2006 Regional Water Plan for the South Central Texas Region. In January 2006 the plan was approved by the Region and submitted to the Texas Water Development Board (TWDB).

The TWDB incorporated the 2006 Region L Water Plan into the 2007 State Water Plan.

The Texas Water Code requires that regional and the State Water Plans be updated every five years.

2001 Regional Water Plan

In keeping with the spirit of Senate Bill 1 for a planning process based on the unique needs of each region, this plan has grown from the ideas, concerns and needs of local governments, organized interest groups and individual citizens from throughout the 21-county planning area. The input from an exceptional public participation effort, which reached out to every county and to thousands of residents, guided the work of the Regional Water Planning Group members as we developed policies and made choices of viable strategies to meet water needs.

The RWPG of South Central Texas used a consensus model of decision-making to prepare the Regional Water Plan. The Planning Group members emphasized cooperation with adjoining regions as well as extensive public input in an effort to define a plan that could be widely supported in the region.

The plan makes optimal use of existing water supplies by means of high levels of conservation, water reuse, extensive voluntary transfers, and recharge projects, and other innovative strategies. The Planning Group has attempted to minimize negative impacts on local communities and the environment and to establish principles for plan implementation that would support these values.
